As long as the pump is running, there is a constant flow down the tube. It doesn't fill up, unless there is some sort of congestion.

Read up on overflow designs... you don't want the constant toilet-flushing noise in the room where your tank is.
Which brings up a good point, you could devise a mini "p trap" type thing (durso overflow?) to keep the water level consistent in your overflow, which would prevent the gurgling noises.
