Order of upgrades?

So this is kind of refering to my other thread but to recap, I want to upgrade my whole tank. Present status is -->

55 gallon with a couple of plants (java fern, anubias nana, some other red stem plant ><)
Not too many fish, 1 angel, a few different tetras, 4 ruby barbs that Im probably getting rid of (opinion?), and then 1 cory, 1 yoyo loach and 2 bristlenose.
Substrate (stupid me) is 1 bag of eco and about 15 lbs or white sand from LFS
For lighting I have the Coralife 260watt fixture (CF) with only 2 bulbs running (10,000k) and 2 actinics that I want to sell that Ive never used.
Filtration --> Eheim 2213, sponge filter and 1 in tank fluval 3.

Upgrades that Im thinking of : Eheim 2217 and get rid of fluval 3 and sponge.
Bulbs replacements ( 2x9325k, 1x7800, 1x6700)
Substrate replacement with either 1 bag of aquasoil or eco and the rest SMS (still debating this one)
Rex Grigg's Reg. (I already have a 5lb tank)

Now my question is, which comes first?

I'd do:

Substrate
CO2
Lights

Filter can go in anywhere within the order.

Substrate will be the cheapest upgrade. Then there's no use in upgrading your lights if you don't have the CO2 to support it, so go CO2 first. Then lights last.

Substrate will be expensive if I run eco or AS. Thats why Im trying to decide if I should split SMS and eco/AS
Responded to your other thread.

AquaSoil will run you close to $100-120 like you said in the other thread. If that's too cost prohibitive, just go with Eco-Complete and root tabs and dry ferts.

You'll need to budget for all your planned upgrades...and if you're a cash strapped student as I was, EC + root tabs/dry ferts and injected CO2 does the job nicely.
