With fluorescent bulbs, the color of them will shift over time, and the amount of light produced will drop. In my opinion, while it's not a direct cause of algae, this can sure aid algae, mostly because the plants don't get the the optimum light spectrum. Then one or more problem algaes can take advantage of this.
I usually change bulbs about once a year. You'll be amazed at how much brighter new bulbs are, even if you use identical replacements.
