NV swinging?

I'm not sure if this is indeed what my fabcoNV-55 is doing but every time I set my bps and it cycles (goes on and off) , once it turns back on my bps dramatically go down to sometimes even lower than 1 bubble per 2 seconds. Before it goes off it is around 3-4 bps
My psi is at 20, should I increas it?
