When working with nano tanks, the wpg rule goes out the window. So to answer your question, yes it is considered low lighting. Try to get a bulb around 6500k for the spectrum as it is best for plants (someone please correct me if I'm wrong).
What is your goal for the tank (fast growth/high maintenance, slow growth/low maintenance, or somewhere in between)? Once you have that determined, then you can gauge the amount of watts for the bulb.
