10 watts over a 5 gallon tank is extremely low light, probably suitable for only mosses and anubias.

anything above 5000 kelvins is good for plants. It's difficult to find 6500k CFL bulbs.

K or kelvin rating is the color temperature, a higher color temperature is favored because it looks nicer, basically.

10 watts is probably barely enough for hygro and dwarf hair grass, 13-15 watts would probably be better.
