New Tank Setup 46 Gallon Bowfront.

I am seeking assistance in properly starting a planted tank. I previously started a planted tank a couple years ago but my plants became full of algae and would die off so I gave up. My main Question I have is: What is the best lighting in the $100-$200 price range. Also I'm trying to find an economical but effective CO2 production solution. I previously used Eco Complete as a substrate, I heard that lining the bottom of the tank with peat moss is ideal. Any suggestions are welcome, thank you!
