New Tank Algae Issues

I set up a new aquarium recently, after a long (long) break. I set it up using a dry-start method, planting HC and Alternathera reineckii Mini. They both grew very (very) well.

So, after a while, I decided to fill the tank. It went well for approximately 2 weeks.

The tank specs are:

Tank - AquaOne Nano 50 (with proper filter media).
Temperature - 26C
Fish - None
Plants - HC, Alternathera reineckii Mini, Echinodorus parviflorus 'Tropica' and pearl grass.
Gravel - Cal Aqua Black Earth
Lighting - LED, custom - has 2x day lights, 2x white, 1xUV and 1xviolet
Photoperiod - 11 hours

Water Condition:
kH - <50ppm (2 drops)
pH - 6.4
Nitrite - 0ppm
Ammonia - 0-0.25ppm (closer to 0)
Nitrate - 30ppm

There has been a recent explosion (literally) of algae in the last 2 weeks. I have made no change in lighting or CO2 bpm. It's green hair, I can't clean it fast enough! I've purchased a Twinstar M3 steriliser. However, I know that won't 'fix' the issue, just potentially reduce spores.

I'm not sure what to do, I'm going to give it a good clean and water change today (I did one last week) and see what happens. But I don't know where to go from here!

My HC is also dying- I'm assuming it's because it's gone from emersed to submersed, as it used to pearl really nice when I first planted it.

Photo was taken 5 minutes ago (before the clean)!

Any help would be appreciated!
