I do think that a 10 gallon is the cheapest to setup, among all the sizes. My 10 gallon was set up on practically no money! (Bought a used 10g for $5, used a bag of Schultz Aquatic soil $7, used two 14W energy saver for ~$0.70 each, dirty cheap DIY CO2, and stuffed with whatever plants I could get my hands on for cheap. If you set your mind to it, you can really go so cheap! Heheh.) I think it's also a really easy size to "stabilize" quickly; much easier to get it in equilibrium than to get my 29 gallon stabilized.
