We know that neons do best when the lighting is subdued. How much light(in WPG) is recommended for the neons?

Light isn't measured in "watts per gallon", so you can't use that for this purpose. What are the dimensions of the tank? Is it planted? Do you want to grow the plants fast or slowly?

Whatever light you decide to use for the plants will work for the fish. They will hang out where they are comfortable.
