Need help with lighting

I am building a tank that's going to be 10 gal., less 20 in. long and im on a small budget, and i want to do a diy light hood.
I cant find any short bulbs except for 1: http://www.aquatraders.com/Odyssea-24W-Compact-Fluorescent-Bulb-p/61209.htm

But i don't know how to hook it up to a fixture or what to hook it up with.
should i try to build a hood or buy:http://www.aquatraders.com/14-inch-1x24W-Power-Compact-Light-Fixture-p/51106.htm

What would be better?

You can put the bought fixture inside your own hood if you like or take the guts out and mount them to your hood.

There is a really nice company that makes retrofit compact fluorescent fixtures. http://ahsupply.com/mcart/index.cgi I know the reflectors are very nice and suspect the rest of the kit is good quality too.

Google both companies to see how good their stuff is, how well it works and how well it holds up.
