I want light substrate and the Marine White Sand looks nice but it also looks more like powder than sand. would this be a bad idea for a betta and two snails? I think this is going to be a moss tank with floating pennywort. Will the moss have a hard time attaching to fine sand? I am thinking the Petco White Aquarium Sand might be better though it is inert. What do ya'll think?

I would go with an inert sand that won't affect water parameters. IME moss attaches to anything
