I'm not familiar with that heater but in general it is not a good idea. It may be a heater designed for contact but most will not spread the heat around as they should if part of it is laying in the substrate.
nano heater question
Is it ok if I have a heater touch the substrate? Heater in question is one of those plastic housing marina 10w nano heaters.

Its fine many of us keep heaters on the bottom, the hot water will rise.
