Looks like you just need to up your CO2 a bit. I've found that I've gotten the "edge algae" when my low to mid-tech tanks have run just slightly too low on CO2. Everything else looks great!

As long as you give the hairgrass time, it may surprise you. Mine took quite a while to get going.
