1 betta - Good!
1 gourami - Too big
2 dwarf gourami - Too big
5 zebra danio - tank not long enough for schooling
5 neon tetra - tank not long enough for schooling
7 guppies - Good!
7 sword tail - Too big

I would suggest endler livebearer, it's smaller than guppy. Normally 27 litres will be OK for guppy, but cube is a little short...

Usually (doesn't mean you have to) with Iwagumi (rock layouts) you use odd number. I would actually remove one of the stones and build up the substrate more and have the stones pushed into the substrate at varying heights to give it more depth and interest.
