I hope you're able to work through this. My old Betta came down with velvet, I had a 10g heater in his tank but I was unable to raise the temperature. It was during winter as well, and my room can drop to 60 degrees, I was unable to keep the tank temp up. I kept him in blackout since there were no plants, and tried mardel coppersafe treatment. For 1-2 weeks he recovered, but the velvet eventually took him. If you can try to remove your plants and treat them with vinegar, I understand that might be difficult though. Velvet infest the entire aquarium once you get it.
