I've had some success with laying some java moss out semi-buried in the substrate, however it seems to work better (for me) if I tie a piece to a rock and bury the rock with the tuft sticking out. My experience also points to moss collecting the muck that naturally accumulates in tanks. This can be dealt with by mussing (physical harassment/shaking) the moss or by lightly pushing a vac into the clump.
The only algae I've ever had attack my mosses has been hair algae and SAE's seem to do a good job of tanking care of that.
