I'm starting up a 40breeder, and I'm very interested in MH. I've never used one before, so I'm not sure how much light would be too much.

I'm looking to go low-tech. I'd like to grow more than anubias and mosses, but nothing super needy. I'd rather stay away from CO2 since I'm a poor grad student who is as lacking in time as I am in cash.

Since my only options with MH would be 70W or 150W, i'm a little stuck.

Would 70W be enough light?
Would 150W be too much light?
I'd rather not have this thing hanging 12+ inches above the tank, and flooding my room with excess light. So, I'm a little skeptical about the 150W.

Does anyone have any single lamp-40g breeder experience out there that they'd be willing to share?

I suppose, if you really want to keep it low tech, then yeah you can get by with a 70w. But it's not ideal. I think you'll end up with a bright spot in the middle and dimmer around the periphery.
