Male Emperor Tetra chasing female

I have a male and a female emperor tetras, and the male is really chasing the female around to the point where her color is poor and she just hides all the time. Would it help to get another female? 2 more females? I also don't want to overload my tank, I have a 15 gal heavily planted tank with 10 cardinals, the two emperors, and a otto. Any suggestions?

Tetras should always be kept in groups of at least 5... That's probably why your emperor male is bullying the female.
Just get rid of them, you have plenty of stock without them. When I was down to three rummynose due to acclimation, they would chase each other and became extremely terriotorial. After introducing a few more, the behavoir stopped and has never come back.
