Low light--are terrestrial and aquatic plants different?

I know a lot of garden plants will reach for the sun. Is this the opposite for aquatic plants?

Specifically, I have vallisneria spiralis in the rear corner of a 54 gallon that remain short. A considerable chunk of driftwood lies between them and my low-tech 65x2 cf light. I'm considering supplementing with a 13w Catalina setup to help these guys form a screen in the back as most of them have stayed about 4 inches tall.

all plants reach for the sun

...if there is enough light they dont have to reach (think how plants carpet a tank...not enough light...they become stringy and reach...just enough or plenty...they grow out horizontally)
