Definitely better to keep the same size pipe. The flow would be a little stronger at the point it enters but the reality is that the pumps in canister filters are no where near powerful enough to create a lot of 'pressure' in the lily pipe. What would really happen is you would just cut your flow down which you probably do not want to do.

The canister filter will not have much pressure, so you will restrict the flow if you use smaller lily pipes. The lily pipes should have the flow rate mentioned, usually its in liters per minute. You will have to do some conversion to get the GPH. The best result is if you can match the GPH of the filter and the lily pipe.
