Lighting suggestion for 16" cube low-tech...

Wondering if 2 x 18watt power compacts would suffice for a 16" cube low-tech tank? Tank comes out to be around 17.7 gallons. With this lighting would come to 2 watts per gal. I was looking at this setup on e-bay:

I'd say it's definately enough for low-tech. It's bordering on moderate-high tech. You might even need to dose a little Excel to prevent algae and help growth.
Thanks for the response. I'm just concerned with having adequate light coverage due to the tank's depth, 16" from front to back.
