So i know this may be a newb question, but how can you tell if a tank light is suitable to be used with plants(im talking about when you're at the lfs buying hoods that already come with a light), also how can you tell if a light(just the light) fits in a hood without buying the light?

Well, if you can see what type of bulb it is, then you are good. If it is only a single t8 fixture with bad white reflectors that you see on most hoods, then it is probably not adequate to support nice planted tank. However if it is a more of an individual brand name fixture that is t5 or LED you might have to do additional research to see if it is suited to your needs. So what you wanna look at is type of bulb, and quality of reflector.

And I don't really understand your second question, sorry.

like if im at the lfs and i see a bulb/light fixture i like, how will i know it will fit into the current hood i have?
