Lighting for an 8 gallon cylinder tank

I have been gifted an 8 gallon tall cylinder (circumference 33", 18" tall and 11" across tank. I think it may be an API 360 view tank. Since it is so tall, what light can I use to create a low tech nano planted tank. I suspect the LED light it came with is not strong enough. Plant suggestions will be helpful as well. It may be a shrimp tank or one betta tank unless I find some nano fish I can put in it. Thanks for your help.
