This should help you/him stay in the budget.
HomeDepot: clamp on light = $9 each x 3
Remove the clamp/paint the shade black/hang from shelf placed over tank.
3 x CFL 6500K 26W bulbs...$10-$12 4 pack
Don't know if 4 will fit.
This works very well in a 55/w 4 x 13W bulbs. Higher than 26W are available but try the 26W first/can be 5000/5500K
