Would a 30 inch 48 watt T5HO fixture over a 29 gallon be considered high light? or medium light?

I think that would be med light.

Depends on the quality of the fixture, but medium to high light for sure.

Definitely depends on the quality of the reflectors. I used to have this but mine was on the high end of med. I use the Finnex Planted + now.
