I bought a catalina power compact light fixture that gives off 3.6 wpg. Here's the link http://www.catalinaaquarium.com/product_info.php?cPath=71_76&products_id=1228. Not sure if the links are allowed but if they aren't mods pls remove. It's pretty bright and will grow most plants but I heard from an LFS that 3.6 isn't enough for carpet plants such as HC/glosso/something minuta.
You can also stick with your 15 watt fixture if you're fine with low light plants. No CO2 needed if you want to go that route, and minimal to no ferts. I'm quite happy with my own low light 10gal, and I have the same fixture.
I'm sure two 15 watt light fixtures would be fine... but I just wanted to say that my coralife 95 watt 6700k is amazing on my 10 gallon... a lot of the time I don't even run my c02 because it runs out but because I have such a dense plant coverage no algae, plants just grow grow grow.
