Life-GLO T8 Fluorescent Bulb 15W 18in is really 960 Lumen??

I am trying to setup a low tech 10 gallon tank with Life-GLO T8 Fluorescent Bulb 15W 18in. The spec says it is 960 Lumen which i guess is more from a 15W. If so with a DIY CO2 setup, can i consider my tank to be a mid-tech? I will be using eco-complete as substrate. Please advice. This is my first time into this hobby.
