I know that height affects shimmer for LEDs. Will a light placed 2" above the water still allow for shimmer? Also, do wider angle optics diminish shimmer or is it irrelevant?

Narrower optics will probably have more shimmer, but even wide angle will still have shimmer, I don't think the height will do much to the shimmer. The light intensity, and number of diodes will be a bigger factor, as will water surface movement.
