can LED grow plants?

im looking at the Archea led lights... it has:
- 9 blue (12,000k) (300mcd per LED), 75 white (8,000k) (1,400mcd per LED)
- 4.704W Total power per fixture
- power per LED lamp 56mW
- input power AC 120V-240V
- output power DC 12V

I'm no expert on LEDs... anyone can help me? I currently have dwarf baby tears (HC), java moss, and java fern on a 15w 10gallon aquarium.

was thinking to upgrade my light with sleek design...

1)4W LED WITHOUT lens is not as strong as 15W PC/T5 type light
2)Currently most non "power LED" based aquarium lights are not reliable. "power LED starts with 1W each and up. Not sure what Archea led lights are, but from your description, I don't think it's a wise choice.
