LED Light Question

I was looking at getting the Finnex Ray 2 LED (10k/6k combo) 18 inch fixture for a tank 18 L x 9.5 W x 12 H.

Would I need pressurized CO2 and ferts? Or could I use Excel and pfertz?

If the light sits on the tank, and I believe it does, you have high light. So, yes, you need pressurized CO2 and fertilizing per http://www.plantedtank.net/forums/showthread.php?t=21944 And, you need to make sure you have the whole water surface rippled, and good water circulation throughout the tank, plus very good routine tank maintenance, including filter cleaning, substrate cleaning, etc.
Please excuse my out of the topic question but why must the surface be rippled?

surface ripple has many benifits.

Surface ripple lets atmospheric air diffuse with the water and inceases 02 levels in the tank which is good for your beneficial bacteria. When your using c02, having a strong surface ripple will make your c02 adjustments more linear. You will also be able to generally run higher c02 levels with a strong ripple. It will also help combat surface scum.

If your not running c02 then a strong ripple still allows the air to diffuse with the water which traps some c02, maybe 2-3ppm, which is better than 0.
