Just wondering

I have two 13w 6500k CFLs over a 10 gallon. They're about 9 in above the substrate. Where does that put me? I can't find Hoppys chart.

Do you have reflectors? Are you using the hood light guards? Reflectors and no guards would give you solid medium light. I have 2 10 watts in my 10 gallon and I don't use the reflectors and I have the guards on and I would still say I have medium low.

Yes they're vertical. I have diy co2 on it.

I am by no means an expert my guess it that as long as you got a good amount of co2 going with those light you can probably grow most plants depending on your substrate and or ferts. Personally I would double dose Excel on that tank.
There's dirt under the sand. I've been consistent with the co2, but I think I'm gonna buy some ferts I'm thinking either thrive + or a bunch of flourish products.

I do nilocg's diy EI package. With dirt I doubt you need full EI. Never dirted a tank myself.
Never really use ferts just Excel for algae. Don't know what to use so I thought since that it's an all in one that it would be easier to manage.
