I grow java moss on the windowsill in the bathroom in tap water. I am not sure what moss you have but some of them don’t like being too warm. It doesn’t really need much light at all. I am not familiar with turtle’s and their by products but normally a little fert won’t hurt. I would suggest you try growing some in a large jar or glass bowl for a while and see how it does.
