I've heard of them creating bubblenests (I think), but never actually seen it.
It's almost as if it collected some moss and dead leaves, and bunched them all together with bubbles.

I have never seen this before until now. The Gourami (Sunset) was added to the tank 2 weeks ago and is the only explanation I can think of? Are my thoughts correct or do I just have something really nasty growing on top?

Other tankmates include Long-fin serpae, golden pencilfish, & green neons.

Looks like a bubble nest. Male gourami I take? No females?

It is the only one in there. Not sure how to differ between M or F yet. Wouldn't doubt it's a male though. I know other hobbyist around here have a hard time getting females as the LFS's only carry males for the most part.

would you believe me if I said the dorsal fin on the male is pointed and the female's is rounded?

I didn't know that they made bubble nest with out a female present.
They do.
