That looks like a good buy for a 2 bulb T5HO light, and from the picture, it seems to have a good reflector setup too.
That's what I saw too, making it likely high light.

To the OP, many of us running T5's, be it NO or HO, have really poor reflectors. So that make it hard to go through journals and the like to gauge things out. My T5NO's have a very poor reflector/bulb placement so I am going to guess they are really only about 2/3 of what they really could achieve with a good reflector, maybe less. I bet I could almost double my light if I made my own fixture, with the same bulbs, using the best possible reflectors I could.

Or, you could hang the light above the top of the tank, at least a foot above the top. Or, you could put a couple of layers of fiberglass window screen over the light, reducing the intensity by about 64%. Or, a combination of the two.
