I'd be more inclined to think thread algae personally. When I've had hydra they haven't been so localized as that. Of course, that is pretty darned localized for the beginnings of an algae problem as well...

If you watch it carefully for a few minutes, and it's a bunch of hydra, you'll see the tentacles grab something and retract to put the thing into its mouth occasionally. At the very least you'll see the tentacles moving around. You can also poke it with a stick. If it retracts into a little ball it's a bunch of hydra for sure.

Algae or hydra, at the moment it's concentrated heavily on one pebble. Reach in there and get it out before it spreads. :)

It looks more like algae or a plant... isolate it from the tank and find out.

The green thing is definitely not hydra.
