I think that might work fine.

I highly doubt it will grow much of anything.

at 3 watts total, the emitters are going to offer little light for the plants.

For planted tank application, you need minimum of 6W-80W of unfocused LED light or 4W of 60 degree focused LED light.

From the pic, those are unfocused. You can ask the seller what's the power and the angle of the LEDs and determine base on the about recommendation.

it is 3 WATT TOTAL, divided by 36... of which some are red/green/blue.

27 white led's at .08 watts each.
