I have two 28w T5 lights on a 60G 18" high tank will this be enough light for lilaeopsis. I do not need the plant to grow wild just look green and healthy or is there some other foreground plant that would be better suited to the low light conditions.
I seriously doubt it also. It's true that T-5's are more intense than most bulbs, except maybe MH, but that is less than 1wpg and a fairly deep tank. I would recommend at least 2wpg, even with T-5's. You may be able to get away with less, but that is probably too low.
