Is this co2 Regulator with Solenoid any good??

That regulator is more for hydroponic setups. It will be hard to determine what your output (delivery) pressure is, given the flow gauge. It also appears to be a single stage regulator.
You will also need a needle/metering valve in addition to what is shown there. The one that is there will likely not give you precise enough control.

While I fully agree that there should be a cheap, simple way, most of us never find it.
That is not really much help as the greenhouse setup uses CO2 in large bulk like cubic feet while we only sip it in bubbles per second. The precise control we use is just not there. Better to look at used or even new "beer regs as the amount of time,effort and cost are pretty close.
