Is this BGA?

I have been running a Cichlid tank for about 4 months now. I think I transported some BGA into the tank on a few Java ferns I bought from a local fish store.

I am not 100% sure on BGA. Occasionally it will cover a leaf and in addition there have been little black & green spots on all my gravel and lace rock.

Is this BGA?

Antibiotic Route my best option?

The tank is 65G with 7 Baby Cichlids, 1 Chinese Algae Eater, 1 Zebra Loach, and 2 Gobe Dragons in it.
Large Rock Substrate.
Large Live Plants (Mainly types of Wisteria)

Running Canister Filter with UV Sterilizer and a Sponge Filter Driven by Air Pump.
Dosing Every third Day with Flourish Excel for C02
Purigen & ceramic media in Canister Filter baskets along with Floss and Carbon.

YEP looks like it to me but the dead give away would be the smell, scrape some off with a toothbrush and if the smell makes you want to barf, then yes its BGA. ethromycin is your best bet.

EDIT: if you have fry (baby cichlids) then I would do half doses twice a day instead of the full dose once a day
Look on the algae section/first thread/guitarfish
Thanks for the help everyone!

Picked up the Myacin and I begin dosing the tank tomorrow after I take the Ceramic Media/Carbon & Purigen out of the canister filter.
