Substrate: Sand
Filtration: Aquaclear 30 2 sponges and 1 bio balls bag
Fish: 6 Harlequin Rasboras
Fertz: Liquid- Aqueon Plant food Solid- Seachem Flourish Tabs

What brand/type of light is it? There is a considerable difference in output and quality between such fixtures especially when it comes to the reflector. The Coralife Dual T5 NO fixtures for example are at the bottom of the heap.

Assuming that is a Coralife/Aqueon T5NO light, you probably have about 20-25 PAR light intensity, which is definitely low light. That means you have a "low tech" tank, no matter what else you are using. I was able to grow a sagittaria "carpet" at about that light intensity or a little bit higher. I was using Excel, as I recall.
