I am re setting up my tank this weekend and I want to paint the eheim pipes black.

I will be doing everything in one day to get it back up and running as fast as possible and not redo the filter its self. What can I use on the filter pipes that would dry and be safe fast enough in a few hours max. I read alot about Krylon fusion but people say to let it sit a few days. I don't have that option. Maybe plasti-dip? How long would that take to dry?

best option, and i've painted with a lot
take a heat gun and keep ittoasty without melting anything for about 5 minutes, it'll finish *flashing* which in the paint world means releasing all chemicals that keep it in suspension and wet.

flash time for krylon is about 1 hour at 70 degrees
at 150 its about 10 minutes and i've had no ill effects sticking it right in the tank
my outflows have been painted, and my water change tubes just for looks
and im about to use it again on my outflows for my 75 gallo when i step up to a 1.5 inch return

I've used Krylon on mine also. You might want to sand it down a little bit so the paint will stick better to the plastic but that's all optional.
