I need advice to install an inline heater, CO2 diffuser and UV sterilizer. Now for the details, I have a 70g Oceanic tank, standard wooden stand, Hagen Fluval FX5 canister filter, a CO2 diffuser/reactor that I built myself, a sterilizer that I bought and have never used and what ever heater you recommend.

I have an under gravel heating system, but I have been told that they are worthless. Do you run all these components in series? Can one be on the intake and the others on the discharge? If it is necessary I can put the heater inside the tank. Thanks in advance for the advice.

If the fx5 is the only thing you will have as far as water circulation, then just run everything inline. I wouldn't put anything on the intake though, you'll be getting gunk all over your equipment. For a heater, you could get the hydor inline heaters and then just get some reducers from your local home hardware store to make it fit. If you get a submersible heater, you could also build something for it to make it inline(think co2 reactor but only for a heater). If not, then put it in your tank and hide it with some tall plants. Personally, I don't care much for uv steralizers. But, depending on what model it is, then you can run that inline also. Just remember though, the more stuff you add inline, the less flow you might end up with.

Why do you feel that the undergravel heater is worthless? Do they improve plant growth? Probably not. Do they inhibit growth? Probably not. Is it out of site? YES! Is it a uniform heat source? YES! I've been using one for several years and I don't think it's worthless. It's certainly not the holy grail of plant growth but I can't see where it's hurting the growth either. One of the most efficient ways to heat a room/house is a in floor (water lines in concrete) heat system. Personally I think it prevents anaerobic areas from forming in the substrate.
