Do you have nerite snails? Those look like their eggs.
This.

Definitely nerite eggs. They lay them everywhere and they are annoying to remove. I won't keep the females in a tank anymore for this reason.

A year after removing the nerite, I still have rings all over my driftwood. I thought it was a fungus when they first started showing up lol. Between the eggs and them being very picky eaters, I prefer other snails now (though none beat nerites on algae eating).

Thank you for the responses. I do have nerite snails. Now to research how to sex nerite snails so I can remove the culprit. :)
It's super hard to do. At a minimum you need a magnifier. Something to do with an eye fold or some such.

What I do is put one in the tank and see if any eggs show up. If they do, remove. If not leave it. Takes like 4 months to be sure.
