how do you plant/anchor hc to the substrate?

The best way is individually, strand by strand. It's time consuming. And it won't work if you have any fish that will burrow in the substrate.

Here is a video put out by Tropica, one of the largest aquatic plant distributors in Europe. The bit on HC is a good ways through the video but the entire video is excellent.
