1" fish - 24 of them in a 20 gal tank ? That's not crowded. I've easily kept 15 in a 10 gal tank, and 30 in a 20 gal, both for lengthy periods. No problem whatsoever with good filtration, a large wc once a week, and not heavily planted.
Once you get 2 dozen Neons in a 20 gal, you'll see for yourself how much room they have.

P.S. Don't the 12 you now have in your tank look a bit lost ? They would, unless your tank is heavily filled with rock & substrate.

Maybe you're right. They might be happier in a bigger shoal. Thanks for the advice.

Yes, with 12 more of them in your shoal, they'd no doubt be more comfortable as a group.
I'm currently keeping 15 Cardinal Tetras in a 10 gal tank. Got them several months ago, and they're getting fat & sassy - lol - near breeding size & age.
