I noticed this growing in a few spots on some of my rocks in my shrimp tank and I have no idea what it is.

Black hair algae or it could be staghorn. Hard to see in that pic.

Is there anything shrimp tank safe that will eat this ?

It is a bit hard to see from the pic, but staghorn has hair that branch out like antlers.

Pretty sure you have staghorn though.

Amano shrimp may be worth a try to see if they eat it.
