Help with CO2 diffuser

I've been using my Eheim 2215 to difuse my co2, but when i tried to increase the bubble rate it was causing issues.

I was looking at a rex griggs style reactore and found this website on how to build it.

I feel dumb for asking this, but can someone please explain how this works?

your filter is hooked up to the top of the reactor. towards the bottom of the reactor co2 comes in through the side. the bubbles float up and the water flows down which dissolves the co2. at the very bottom of the reactor is where the water comes out and into your tank
