Is this dropsy? I have done some reading up on it but I'm not sure, but I also don't think the fish is carrying eggs. It's the one on the right... just so happened that another black neon came into the shot when I took the pic. Wish I could provide a better pic.

Can't tell form pic. Dropsy normally makes the scales stand up like a porcupine or pine cone....
