It kinda looks like his scales are sticking out, which sounds like dropsy. Bloating is a symptom of dropsy as well.

See that coating over most of his body? What is it!?
Velvet disease? Doesn't quite look like gold dust, more like a plastic wrap with consistent patterns. There also seems to be barbs coming out beneath him.

Definitely dropsy... I've never had a fish survive more than a day or two after looking like that. Sorry
